General description of the position:
The Expert will design private sector development activities of the MIP; work with government agencies and private sector entities to prepare strategies to improve coordination between the public and private sector and for the design and formalization of innovative public private partnerships; and assist in organizing all events related to private sector development.

Qualifications and skills required:
The Expert will have a at least a Master's degree academic level or higher in economic or business sciences, management or other areas that are relevant for the assignment and at least 12 years of hands-on experience in business development services. In the absence of a Master's degree a professional experience of at least 7 years in a field closely related to the assignment and to development work, in addition to the number of years of general professional experience stated below would be considered as equivalent.
She/He must have sound understanding of entrepreneurial ecosystems, economic institutions and regulatory frameworks and their role in creating an enabling business environment, capacity to enhance private sector development and business support as well as a good understanding of related policy formulation and implementation issues.
It is expected the expert to have expertise in the following fields:
- Access to finance
- Internationalisation of products, cross-border trade, customs and procedures
- Skills development and digitalisation
- Business and investment regulatory framework
Coordination and communication skills to link both technical and conceptual aspects of relevant sectors (Private sector development, gender, Institutional strengthening and Governance) and/or cross-cutting sectors, as evidenced by previous assignments in multi-sectoral approaches, involving the aforementioned sectors; Strong inter-personal skills and excellent skills in facilitating relations.
General professional experience:
At least 12 years of professional experience working in development cooperation policy with governments and/or for development partners.
- Experience of working in collaboration with government ministries in developing countries
- Experience of drafting EU-funded Action Documents, both identification and formulation phases, for an EU Delegation within the past 10 years.
Specific professional experience:
Proven knowledge of EU project management procedures through a collaboration to at least three EU-funded projects or programmes in Africa.
Language skills:
Excellent writing and speaking skills in English. Strong reporting and writing abilities.
Additional information:
Working experiences in an African country or in Liberia would be an advantage.
