Technical Assistance to Redesign the Remuneration System of Public Managers
The formulation of a proposal, coherent, coordinated and comprehensive of the status of public officials, comprising the corresponding remuneration system was the mais purpose of this Technical Assistance (TA).
Specifically, the TA aimed to propose a status of public managers and competent remuneration system capable of:
- Provide competitive terms with what is practiced in private sector companies with similar characteristics, operating in the Angolan market;
- Encourage the fulfilment of management objectives, set by supervisory authorities, in exercising its function as a shareholder, by giving a progressively increasing the variable component, depending on the performance shown;
- Adjust the remuneration conditions to the complexity of managing their business entities, ensuring that the most demanding situations remuneration is more favourable;
- Ensure a greater differentiation between the levels of top management in line with the responsibilities involved;
- Adjust the remuneration conditions for a defined time horizon, matching the variables mandate term of office and remuneration.
