Identification of a Monitoring, Follow Up and Evaluation System of the Public Finances Reform Programme
This project assisted the Ministry of Economy and Finance (MEF) of Guinea-Bissau in the improvement of its Monitoring and Evaluation (M&E) system of the Public Finance Management System (PFMS) Reform Programme. The PFMS Reform Programme, as well as its Steering Committee, were established in July 2015 with the aim of modernising Public Finance Management, rendering it more transparent and accountable.
However, political instability took root in Guinea-Bissau in the ensuing months, making it unclear the extent to which the PFMS Reform Programme was implemented and coordinated. The project thus kickstarted with a diagnosis of the implementation and coordination progress of the PFMS Reform Programme, which involved consultations with a wide range of stakeholders such as: the Steering Committee of the PFMS Reform Programme, International Finance Institutions (WB, AfDB, IMF, etc.), Budget Directorate-General (DGO), Treasury and Public Accounting Directorate-General (DGTCP), Taxation Directorate-General (DGCI), and the Customs Directorate-General (DGA).
Drawing from this diagnosis, the PFMS Reform Programme itself and the well-established PEFA (Public Expenditure and Financial Accountability) Methodology, the project proceeded to create a comprehensive multi-annual PEFA-based Monitoring & Evaluation (M&E) Plan for the PFMS Reform Programme and a new implementation calendar for the PFMS Reform Programme in ensuing years.
