Evaluation of the Tacis programmes BOMCA and CADAP
The main purpose of this project was to review and evaluate the BOMCA (Border Management in Central Asia ) and CADAP (Central Asia Drug Action Programme) Programmes in Central Asia and make recommendations or the future.
Among the specific objectives, we highlight:
- Identify key lessons from the design of BOMCA (including on-going BOMCA 4) and CADAP (including on-going CADAP 2) with the aim to assist in the design of future programme phases (CADAP 4 and BOMCA 6 and 7 in particular);
- Update and redefine overall objectives of the programmes;
- Offer recommendations as to how best the overall objective can be met within the framework of the current indicative resources plan of the EC and under the new financial instrument to replace TACIS from 2007.
