The National Development Plan of Angola (NDP) 2018-2022 is the Executive main governance instrument to promote the country's socio-economic and territorial development over the next five years.
The NDP 2018-2022 covers the national, sectoral and provincial levels and implements the strategic development guidelines adopted in the Angola’s Long-Term Strategy 2025 which aims at a rapid reconstruction of the country’s productive potential and of the population well-being.
Coordinated by the Ministry of Economy and Planning of Angola, the NDP 2018-2022 preparation counted on the collaboration of all of the Ministerial Departments and Provincial Governments.
Each sector was invited to interact with local government bodies and relevant stakeholders from the private sector and civil society in their areas of intervention, seeking to identify programs that could respond to the national challenges facing Angola's development.
Bearing in mind specific constraints, work was also carried out with Provincial Governments in order to receive their vision, to consider relevant issues related to territorial development and to identify strategic bets and investment priorities.
The strategic guidelines of the NDP 2018-2022 are based on a set of objectives articulated around six Strategic Axes, which set out the medium-term priorities of the Executive for the Country's Development.
The NDP 2018-2022 is structured from these Axes which, in turn, are subdivided in 25 Strategic Policies and where the Executive's choices are achived in order to attain the National Objectives.
To be implemented, these Policies are organized around 83 Action Programs that will be carried out through Priority Actions and / or Projects. These programs have objectives and goals, and its scope will be the responsibility of each ministerial department, in articulation with other entities, such as other bodies of Central Administration and State Local Administration.
The NDP 2018-2022 places particular emphasis on Territorial Development, based on the recognition that the territory, as a living space of structured communities, forms the basis of the development process.
Special attention will also be given to the social dimension of development, for which a gradual increase in resources is foreseen for the functions of Education and Health and, on the other hand, a reduction of those that will be allocated to general public services, namely in the fields of defense, order and security.
It should be noted that the NDP 2018-2022 strategic options are concerned to incorporate the commitments made by Angola at the international level, namely, among others, by the African Union Agenda 2063, the Indicative Strategic Development Plan of the Southern African Development Community which has been revised for the period 2015-2020; the United Nations Agenda 2030 and its 17 Sustainable Development Goals. The NDP 2018-2022 will also be the reference tool for the transition strategy for the graduation of Angola from a Least Developed Country, to be held in February 2021.
Approved by the Council of Ministers last April and in order to present and clarify its content, the NDP 2018-2022 has been since then disseminated to various entities and organizations.
With a duration of about 5 months, the Technical Assistance was carried out by the consortium formed by ITDC - Investment, Training and Human Development Consulting and by CESO.
