On December 4th, CESO, together with its partner PD Consult, participated in the launch meeting of the joint mid-term review of the Indicative Cooperation Program "Development-Climate-Energy" (PIC DCE) 2021-25 between Cape Verde and Luxembourg, currently in its fifth cycle.
During this meeting, the evaluation team had the opportunity to present the general objectives of the review exercise, as well as the planned stages and the timeline for the process, which will unfold in two phases:
1. A first phase (technical), which will evaluate the four programs implemented by LuxDev in the sectors of Employment and Employability, Water and Sanitation, Energy Transition, and Climate Action.
2. A second phase (strategic), which will provide an overall assessment of the PIC DCE as a whole.
The goal is to ensure that the program remains an effective tool for achieving its defined objectives, with the possibility of adjustments to maximize results, as well as recommendations for a future PIC.
The meeting was attended by Mr. Carlos Semedo, Ambassador and National Director of Foreign Policy and Regional Integration (MNECIR); Mr. Jean-Marie Frentz, Ambassador of the Grand Duchy of Luxembourg to Cape Verde; Mr. Adilson Semedo, Director of the Strategic Planning, Monitoring, and Evaluation Service of the DNP; and Mr. Henrique Gomes, CESO Commercial Director and consultant on Water and Sanitation for the mentioned PIC.
