The public finance management assessment (PFMA) carried out using the PEFA framework, aimed to support the Cape Verdian Government and, more specifically, the Ministry of Finance and Planning, in the public finances reform and improving financial governance there.
The Technical Assistance held an external and independent evaluation of the Finance management system and provided to the government updated elements of analysis on the evolution of the Public Finance Management. The assessment is based on available information at central and municipal levels considering, as reference, the latest PEFA assessment conducted at national level and based on data from 2007.
The technical assistance to the Ministry of Finance and Planning falls within the broader framework of EU support the Cape Verdian system of public finance.
In this context, it follows the reforms implemented in fiscal decentralization, predictability and budgetary control, inspection and external audit, so that they can contribute to a greater control of expenditure and government revenue particularly in terms of patrimony and taxes allowing, simultaneously, the creation of tools to facilitate and boost European communication with taxpayers.
The Technical Assistance lasted 10 months and was implemented by a consortium between CESO and AECOM. The project was funded by the European Union.
