




As part of the PROCULTURA programme – Promotion of Employment in Income-Generating Activities in the Cultural Sector in the PALOP countries and Timor-Leste – a training course on National Legislation and the Tax System in the Cultural Sector was held during the past months of February and March. This training was aimed at the entities receiving grants from PROCULTURA. Other programme beneficiaries were also invited to participate, including the implementing entities of the DIVERSITY Fund and partners from cultural authorities.
The training sessions addressed essential topics for the formalization and professionalization of the sector, such as Labour Law, Corporate Law, Tax and Customs Law, Industrial Property, Copyright, and Related Rights.
To strengthen the technical and management capacities of the cultural entities benefiting from the programme, the training was divided into three modules, with a total duration of 25 hours. It combined online framing sessions for all PALOP-TL countries and two in-person modules held in Angola, Cabo Verde, Guinea-Bissau, Mozambique, São Tomé and Príncipe, and Timor-Leste. The in-person sessions included guest speakers from public organizations responsible for the topics covered in the different modules, providing a Q&A opportunity regarding the roles and responsibilities of these institutions.
This training cycle marked the conclusion of a training plan launched in January 2024, which aimed, on the one hand, to support the sustainability, expansion, and internationalization of cultural projects promoted by PROCULTURA-funded entities in the region and, on the other hand, to contribute to the creation of new projects, fostering the consolidation and internationalization of cultural products and services within the PALOP-TL cultural panorama.
The Technical Assistance implemented a total of 131 hours of training sessions and 50 hours of tutoring, involving 160 participants from 79 public and private entities. Previous training cycles covered various topics such as project management, financial management, fundraising and proposal development, business plan preparation, marketing, sales strategies, and participation in events.
