As a University Professor (UTL/ISEG), he directed two dozen Doctoral and Masters theses and was a Member of the Jury and Arguer in multiple public exams for obtaining the Title of Aggregate (21), the Degree of Doctor (33) and of the Master's Degree (15), in Economics, in Portuguese and Foreign Universities.

He participated actively in the University Management: elected President of the Scientific Council of ISEG-UTL, 1990-1992; President-elect of the Economics Department (ISEG), 1985-1986; Elected member of the UTL Assembly and Senate, 1991-2000; Elected President of the ISEG-UTL Assembly of Representatives, 1993-2000; Elected member of the UTL Assembly and Senate,1991-2000; Elected member, representing Doctorates in Economics, on the Coordinating Committee of the Scientific Council of ISEG-UTL, 1987-1989; Elected member of the Council of the Institute of Hygiene and Tropical Medicine, Universidade Nova de Lisboa, 2014-2016.

 

Member, Editor and Consultant of several Scientific and Technical Journals, such as “Trabalho e Emprego”, “Economic Studies”, Economy and Socialism”, “Economy and Society”, “Global Economy and Management” and “Global and Prospective Economy” .

Director, Supervisor and Expert of more than six dozen Study and Research projects, namely in the areas of Human Capital, Education, Human Resources, Employment, Knowledge Economy and Innovation and Public Administration Reform.

 

Technician, with extensive experience in Public Administration, where he joined in 1963, namely in the area of employment and professional training, having performed technical functions for 22 years.

 

Secretary of State for Human Resources Planning (1975), having been responsible for drawing up the first National Employment Plan, in Portugal, 1975.

 

Government Delegate on official missions to the Five Portuguese Speaking African Countries - Secretariat of State for Employment, 1984.

 

Independent Expert of the Employment and Professional Training Observatory (Portugal) 1995-96.

 

Author of about eight dozen publications (books, articles, communications), part of which are included in the book “Em Construção”, Editora Economia e Sociedade, October 2023.

After retiring from the Technical University of Lisbon (currently the University of Lisbon), he took over the Presidency of the Board of Directors of CESO INTERNACIONAL SA, an international company providing consultancy services, with activity carried out, up to the present, in 118 countries and around 550 contracts executed.

 

He was also an Entrepreneur, Promoter and Director of several other private companies and study and research units, namely: “CESERVIÇOS” S.A; “AIANA INTERNATIONAL – TRAINING AND HEALTH CONSULTING, S.A”; “RSCA-Ramos dos Santos, Consultores Associados LDA”; “ITDC-INSTITUTE FOR TRAINING AND HUMAN DEVELOPMENT CONSULTING SA; Cooperative “CESO-Consultores Internacionais-CRL”; Cooperative “Center for the Study of Economy and Society -CRL(CESO).
